If you know the file name of the photos here's a way to recover it with an application named Find Any File. 1 - download and launch FAF. 2 - select your Time Machine hard drive. 3 - search for the photo's file name. Due to the convoluted nature of the backup structure it can take a while.
You cannot access photos in a Time Machine backup. you must restore the backup photos library first. So clearly this is NOT the way to do things.
It is far far superior method to use a USB drive. plugged into your laptop and move the library to the external hard disk. it is faster, more reliable and Time Machine can continue to do backups.
- Use Time Machine: After you set up Time Machine, it automatically backs up the files on your Mac. If you ever lose the files in your Photos library, you can restore them from the Time Machine backup. For more information about setting up Time Machine, see Back up your files with Time Machine.
- With Time Machine, it’s easy to restore all of your data back to a new Mac or to a fresh install of macOS. As we outlined previously, users can choose to restore all data, or pick and choose the data that they wish to restore during the initial setup process of macOS, and that includes both music and photos.
- Apple’s Time Machine is a built-in backup feature for your Mac that will automatically backup all of your files, apps, music, photos, emails, documents, and system files. When you complete a backup, you can even restore files from your backup if the original files are deleted from your Mac or the hard disk (or SSD) in your Mac is erased.
You can move your library to the Time Capsule disk. this is completely different to a backup.
There are two major reasons not to do it.
The TC can be unreliable. and a broken connection which is typical for wireless will leave your photos library corrupted.
Apple recommend to not do it. it is wise to follow their instructions.
You can use it as a store and use a much smaller library for working on the photos on the mac. You can then occasionally upload those photos to the library which you are never using for live work.
Also you will then have NO BACKUP. Time Machine cannot backup files on network drive. And it is not easy to backup from network to another location with the tools on the Mac. you can use a third party backup like Carbon Copy Cloner but it will still be slow.

Your photos are the most irreplaceable part of your personal files. I strongly recommend multiple backups. and storage of the disks in multiple locations. Self powered 2.5' drives are cheap and work well. They may not have the greatest lifespans. but it works by simply having plenty.
